National Assembly : Constitutional Laws Committtee on break

Members of the Constitutional Laws committee of the National Assembly have taken a short break after heated debates on the bill to institute the General Code of Regional and Local Authorities.

Deliberation opened this Monday, December 16, 2019, at about 10:30 am to start examining the bill which was tabled in parliament during the start of the extraordinary session on Friday, February 13, 2019.

They are about to resume at about 4pm to continue discussions. So far they have examined the first 20 articles and MPs have opted to stay off the press saying that they prefer to comment only after deliberations.

The Minister of Decentralisation and Local Development, Georges Elanga Obam who is defending the bill has received questions from MPs of various political parties represented in parliament.

The committees room is full to capacity with MPs of the eight other committees of the National Assembly are in attendance to follow the debates prior to the general deliberations in plenary.

The deliberation of the bill at committee level is taking place in the presence of the Minister Delegate at the Presidency in charge of Relations with the Assemblies, Francois Bolvin Wakata.

The Constitutional Laws Committee will scrutinise all 501 articles contained in the 145 page bill before it is presented in plenary for general debates.

After the Minister defends the bill at the committee level, he will be expected to defend it again in plenary in front of all the members of parliament before it is adopted, article by article and when all the articles are adopted the entire bill can then be adopted.

The first extraordinary session of the 2019 legislative year at the National Assembly is expected to run for not more than 15 days and will discuss only one subject which is bill number 1065/PJN/AN to institute the General Code of of Regional and Local Authorities.

Honourable Joseph Mbah Ndam, member of the Constitutional Laws committee whose house was burnt down in Batibo last night is actively taking part in the deliberations.
