National Decentralisation Council meets: the end of the process in sight

The National Decentralisation Council held in an extraordinary session. The session which took place in Yaounde was convened by Prime Minister Philemon Yang.

Top on the agenda was the scrutiny of the decentralisation budget which is expected to be integrated in the state budget reasons why the session was organised on the sidelines of the budgetary session at the National Assembly.

Recommendations examined during the present session came from the inter-ministerial committee put in place to pilot the process and weigh the cost of the transfer of competences to local authorities.

National Decentralisation Council is presently working on these reports, for an eventual adoption and insertion into the finance bill.

“All the prescriptions that we received from the Prime Minister had been followed. Since the 15th of October 2009, the final draft for the full implementation of the transfer to local authorities had been completed”

This statement from the Minister of Territorial Administration and Decentralisation, Marafa Hamidou Yaya is indicative of the level of preparedness for a complete transfer that is poised to end the decentralisation process.

The PM reiterated the importance of the process stating emphatically that “the decentralisation process is irreversible”.

He enjoined members of government to work out the corresponding budget provisions taking into consideration the transfer of competences and be ready to defend their views before the people’s representatives.

He urged all to rally behind this endeavour which enhance sustainable development and make tangible President Paul Biya’s greater achievement programme.
