The Constitutional Council and some ministries have been given a substantial budget within the 2018 fiscal year. The adjustments in the 2018 state budget are contained in Presidential order N ° 2018/001 of 09 April 2018 amends three articles.
The ordinance signed on 9th April by the President of the Republic does not change the State budget for the 2018 financial year which stands at 4,513.5 billion CFA francs. It rather trims some budget lines to provide financial resources to newly created structures. The three main articles that were affected include:
- Article 18 (new) which estimated transfers relating to the expenses of the Republic, at 4, 513.5 billion CFA francs.
- Article 36 (new) concerning the amounts of commitment, authorizations and payment appropriations.
- Article 37 (new) fixes the amounts of commitment, authorizations and payment appropriations.
According to the adjustments, the state expenses declined from 268.96 billion F to 264.96 billion FCFA. Investments provisions also drop from 268.96 billion F to 228.719 billion F. These changes paved the way for the allocation of running budget for some newly created institutions.
Budget of the Constitutional Council and new ministries
According to the prescriptions of the President of the Republic, this new institution will have to be endowed with the consequent means for their functioning. The order is a follow-up to the decision of the Head of State during the Council of Ministers meeting that held on 15th March 2018.
During the meeting the Head of State had stated that “the necessary means must be made available for their optimal functioning”. In application of this presidential prescription, the provision under the new section 18 orders the disbursement of 2.5 billion FCFA; two billion as the functional budget and 500 million CFA for investments of the Constitutional Council.
Budget of Ministry of Decentralization and Local Development
The newly created Ministry of Decentralization and Local Development that was created from the splitting of the former Ministry of Territorial Administration and Decentralization also gets an envelope of 11, 477 billion Fcfa. Article 18 points out that this new ministry will sue 3.64 billion for operations and 7.828 billion CFA for investment.
The Ministry of Territorial Administration will operate with a budget amounts to 30.572 billion Fcfa. The amount has reduced compared to the 39.049 billion FCFA that was given to the former Ministry of Territorial Administration and Decentralization
