Special Solidarity Fund Against COVID19: Dedicated Primarily To Tracking, Testing And Treatment

The Prime Minister – Head of Government has signed a decree outlining the distribution of the financial allocation of the National Solidarity Fund for the fight against the novel corona virus (COVID19) and its economic and social repercussions in the 2020 fiscal year.

According to the decree, one quarter of the 180 billion CFAF will be dedicated for investments will the balance serves as the functional budget.

Expenses for functionalities: 131 948 400 000

Expenses on Investments: 48 051 600 000

 

Objectives Of The COVID19 Solidarity Funds

The Prime Ministerial Decree spells out the priority areas where the funds will be used. Top on the list is Tracking, Testing and Treatment of COVID19 patients.

–              To cover expenses linked to administrative measures in line with social regulation

–              Acquisition of inputs, training of producers and the putting in place of incentives for better agricultural, livestock and fisheries production especially of products of high consumption, and substitutes susceptible to reduce dependence in the food sector.

–              Financing of research and innovation in the fight against COVID19, more precisely the development of research and production of local pharmaceutical products of basic necessity.

–              The development of distance learning and the distribution of tools and pedagogic support in rural areas.

–              Provision of assistance to socially vulnerable persons and street children affected by COVID19.

–              Extension to all regions and target groups, the social programme with focus on centres of high contamination

–              Putting in place of a system to guarantee the availability of sticks of products of daily consumption.

The Prime Minister’s decree shares the responsibilities and financial resources to 22 ministries directly involved with the execution of specific programmes in line with the objectives. It has also allocated the sum of 200 million CFAF for the servicing of Public Internal debts.

Earmarked Programmes

The Ministry of Territorial Administration, The General Delegation for national Security, Ministries of Defence, Transport, Communication, Decentralization of Local Development,  and that of Public Health, will carry out specific programmes and activities in line with the reinforcement of the Health System.

Programmes on Social Resilience have been attributed to the Ministries of Basic Education, Higher Education, Trade, Women’s Empowerment and the Family, Social Affairs, and Labour and Social Security,Sports and Physical Education, and of Secondary Education.

Economic and financial resilience programmes will be carried out by the Ministries of Finance, the Economy, Planning and Regional Development,  Tourism and Leisure, Agriculture and Rural Development, Livestock Fisheries and Animal Industries, and of Small and Medium Size Enterprises, Social Economy and Handicraft, and of Mines, Industries and Technological Development.

The Ministry of Scientific Research and Innovation will be in charge of programmes and activities related to the development of scientific research and innovation.
