Decentralisation: Local Development discussed at February Cabinet Meeting

The government of Cameroon is considering a strict follow-up of budget execution and finance management as some of its strategies to help regional councils succeed in propelling local development in the country.
These strategies were discussed during the cabinet meeting for the month of February which Prime Minister Joseph Dion Ngute presided in Yaoundé.

Promoting Local Development.

The strategies to promote local development within the context of decentralisation in Cameroon were scrutinised by cabinet ministers during their second gathering for the year 2021.

The Minister of Decentralized and Local Development, Georges Elanga Obam explained the strategies being envisaged this to help decentralized services act as true catalysts of local development. He noted that between 2010 and 2015, the government handed 63 competencies to councils in a bid to instigate local development in the country.

However, an evaluation of the management of these competences showed mitigated results. Many resources allocated to councils were not used partly because of lack of qualified human resources and other shortcomings.

With the country on the verge of intensifying the decentralization process through the coming in force of regional councils, the government wants to see a better performance from decentralized services.

For regional councils to become more efficient there is need for careful planning, financial autonomy and trained personnel, which are the main strategies under execution he explained.

The Forestry Subsector

The cabinet meeting equally zoomed in on the forestry subsector at a time when the CEMAC is advocating for an end to exportation of unprocessed timber from the sub region.

In January 2022 the exportation of untreated timber from the central African sub region will come to an end.

To maintain the forestry subsector productive, the Minister of Forestry and Wildlife, Jules Doret Ndongo said financial reforms must be undertaken to provide funds which enable the forestry subsector attain results. He also talked on the need for qualified human resources

Preventing Re-Escalation of COVID 19

The session also focused on reforms and the evolution of the COVID 19 pandemic in a bid to pre-empting a re-escalation of the pandemic in Cameroon.

The Minister Public health, Manaouda Malachie said the watch word was the respect of protection measures.

Prime Minister Joseph Dion Ngute invited cabinet members to ensure success of government action. He called for concerted actions to strengthen the forestry subsector, make decentralization effective and prevent a re-escalation of COVID 19.
